Who dresses these people?

Yesterday I was recipient of a photo of a group of "adults" standing about looking moranic. What struck me the most and first off was the damn cowboy belts they all wore. Do you think somebody called around and made sure their were all in uniform?
" hey what's the big guy wearin today I don't wanna be outta sinc" they guy behind the podium not sure who he is (Rick Perry)maybe? Well he didn't get the call so he's made to stand obscured in the belt region.

oh the flashing sign above I think is photo shopped fakery, I didn't even see the significance right off in why someone would send the photog I saw belt first.
