The issue of North American shortfall in infrastructure is a serious one. Research estimates that in the US alone $90 billion is required each year just to maintain current standards.

In order to actively improve the network, a cash investment is required that would upgrade transport networks, hospitals, airports, ports, municipal buildings, housing and schools. Federal and state governments alone are not in a position to fund this injection. Going to the municipal bond finance markets is becoming more difficult as public debt grows ever larger. Moreover, an inability to raise funds through higher taxes means public revenue will continue to remain relatively flat.

The US has a long history with the private operation of turnpikes, but the government’s role in the highway system has expanded over the 20th century. As the government’s ability to support road networks becomes strained, it is looking to new and old methods of financing upgrades.

Last October, in Privatization - Henhouse? What Henhouse? I reported on a cushy little pork-fest, get-together of military contractors and government officials. So now with IAP and Walter Reed in the news, let's just put on our hip-waders and take a walk down memory lane and privatizing around Walter Reed.

Or at least it would be memory lane if anyone had been paying attention back then. But some photos of injured soldiers amidst moldy crumbling buildings and suddenly we notice.

Last year, we saw the end of a battle between those who supported privatizing Walter Reed and those who opposed it. During the last phases, when IAP won the contract, there were cries of protest over last minute alterations that let IAP come in with the lowest bid.

Here is a partial chronology of events:

"the road is one succession of dust, ruts, pits, and holes." So wrote Dwight D. Eisenhower, then a young lieutenant colonel, in November 1919, after heading out on a cross-country trip with a convoy of Army vehicles in order to test the viability of the nation's highways in case of a military emergency. To this description of one major road across the west, Eisenhower added reports of impassable mud, unstable sand, and wooden bridges that cracked beneath the weight of the trucks. In Illinois, the convoy "started on dirt roads, and practically no more pavement was encountered until reaching California."

It took 62 days for the trucks to make the trip from Washington, D.C., to San Francisco, and another 37 years for Ike to complete a quest, inspired by this youthful journey and by his World War II observations of Germany's autobahns, to build a national road system for the United States. In 1956, President Eisenhower signed the Federal-Aid Highway Act, which called for the federal and state governments to build 41,000 miles of high-quality roads across the nation, over rivers and gorges, swamps and deserts, over and through vast mountain ranges, in what would later be called the "greatest public works project in human history." So vital to the public interest did Eisenhower, an old-style fiscal conservative, consider the interstate highway system, he even authorized the federal government to assume 90 percent of the massive cost.

Fifty years to the day after Ike put his pen to the Highway Act, another Republican signed off on another historic highway project. On June 29, 2006, Mitch Daniels, the former Bush administration official turned governor of Indiana, was greeted with a round of applause as he stepped into a conference room packed with reporters and state lawmakers. The last of eight wire transfers had landed in the state's account, making it official: Indiana had received $3.8 billion from a foreign consortium made up of the Spanish construction firm Cintra and the Macquarie Infrastructure Group (mig) of Australia, and in exchange the state would hand over operation of the 157-mile Indiana Toll Road for the next 75 years. The arrangement would yield hundreds of millions of dollars in tax breaks for the consortium, which also received immunity from most local and state taxes in its contract with Indiana. And, of course, the consortium would collect all the tolls, which it was allowed to raise to levels far beyond what Hoosiers had been used to. By one calculation, the Toll Road would generate more than $11 billion over the 75-year life of the contract, a nice return on mig-Cintra's $3.8 billion investment.

"Halliburton is opening its corporate headquarters in Dubai while maintaining a corporate office in Houston," spokeswoman Cathy Mann said in an e-mail to The Associated Press. "The chairman, president and CEO will office from and be based in Dubai to run the company from the UAE."

Lesar, speaking at an energy conference in nearby Bahrain, said he will relocate to Dubai from Texas to oversee Halliburton's intensified focus on business in the Mideast and energy-hungry Asia, home to some of the world's most important oil and gas markets.

the other night I'm laying in my recliner watching a movie on tcm, its Bogart day so it was Maltese falcon at the time. I'm laying there thinking gawd damn i see this movie every few weeks lately wonder why? am i just noticing it, or is it on a thousand times a year on tcm? then i wonder why don't i ever see old Sherlock holmes movies? the ones with basil rathbone and Nigel Bruce? to me the real Sherlock Holmes. not the new fakey versions with George c Scott or dabney fucking Coleman.

back in my childhood i remember watching on Saturday or Sunday old Sherlock Holmes movies with complete rapt attention. i could watch them every weekend over and over as they were the best damn movies every. its possible they were on a local PBS station and had no commercials and that's the reason i remember them and actually watched them.

to this day my favorite channels are without commercials and my most favorite is tcm with the old black and white Bogart movies on every three weeks

but i digress again. last night i turn on the teeeveee and what to my wondrous surprise basil rathbone is saying to Dr Watson "elementary my dear fellow!" i about shit in excitement seeing this greatest ever version of Sherlock Holmes on my teeveee. and the next movie was also Sherlock Holmes of course i couldn't stay awake to watch them both but it didn't matter . my powers of suggestion and powers of my subliminal demands were so fookun strong that in one day i got what i wanted on my fookun teevee at least for a few hrs and in this life can any human being ask for much more than that?
